Also depends on specific encoder. mp3 (and Ogg) specify the decoder.
A valid encoder is any encoder that produces a valid bitstream.
Encoders vary *widely* in both final quality as well as the nature of
their artifacts.
Simply saying '192kbps sounds like ' is completely invalid.
